School District No. 31 and Livingston Parish School District No. 32A"s outstanding general obligation debt to BBB-plus from BBB refiecting some broadening of the district tax base and good financial operations by the parish-wide financial administrator. The outlook is stable. The ratings also reflect a shallow, mostly rural economy, low property values, a parish-wide school board that manages operations, and fairly low debt levels.
