The article reports that Standard & Poor's Corp. lowered its long-term rating on $40 million of Series 2002A revenue bonds issued by Mahoning County, Ohio, on behalf of Forum Health. Standard & Poor's credit analyst Antionette Maxwell said that the downgrade reflects declining operating performance for the fiscal year ended December 31, 2003 and continuing losses for the nine months ended September 30, 2004.
