This article focuses on the budget management in New York City. Ten years ago this fall, delegations of civic, business, and elected leaders from New York City were shuttling to Washington almost continuously in an effort to convince the government that without an influx of federal money and loan backing, the largest and most famous city in the nation would go bankrupt at any moment. Budget management in this most glamourous and unpredictable of cities seemed to take its style and its rules from the games of three card monte played by street slicks who set up temporary quarters on upturned boxes whenever out-of-towners congregate.
