ABSTRACT
The article presents information that the California Pollution Control Financing Authority has imposed a 90-day moratorium on tax-exempt financing for dairies, after questions arose as to whether earlier bonds it authorized for dairies really did anything to control pollution. The problem is that while the tax-exempt funds used to finance dairy expansions complied with the letter of the law, they failed to do anything to achieve the program's aim of reducing air and water pollution. Environmentalists complain the dairies qualified for the financing by promising their cows" manure wouldn't be dumped into landfills--something dairies already don't usually do anyway.
