The municipal bond market finished a touch higher yesterday, supported by earlier gains in Treasuries, but activity was slow to pick up as some participants remained on the sidelines waiting for new issues to set price levels. Standard & Poor's assigned AA rating with a stable outlook to new financial guaranty reinsurer, BluePoint Re Ltd., based on its capital, underwriting and risk management, and support from parent company Wachovia Corp.
