There are no parameters for the open-to-buy days — vendors can be large or small, foreign or domestic, and products can be offered under national brands or import labels. At 99¢ Only Stores' headquarters in City of Commerce, California, vendors queue up outside the doors at 6 a.m. To gain admission, they simply place their name on the list of the buyer they want to see and wait.
