Recognition of the right of the people to self-determination in formal terms; Duty of labor movements in the U.S. and Great Britain to prevent the use of powers against those Germans who may strive to bring about a healthier balance of forces in their own country; Policy of the United Nations to insist on the unconditional surrender of the enemy; Establishment of a National Committee for a Free Germany by Moscow.
