ABSTRACT
This article tackles a public controversy concerning the conduct of foreign affairs in the U.S. -- whether amateurs or professionals should be appointed to head to embassies abroad. The author examines the "amateur versus professional" issue closely and relates the nature of ambassadorial rank in 1893. The article further relates how the Foreign Service, as an organized staffed profession, providing the framework of a corps of highly trained career diplomats, as into being in 1924 and describes the nature of the present-day Foreign Service.
