Focuses on the project to construct a deep waterway and a great hydroelectric power system on the St. Lawrence River with emphasis on its prospects for defense purposes. Probability of 2,200,000 horsepower of potential electric energy production from the project; Request of private utilities to exploit the hydroelectric resources of New York in their own interest; Creation of the New York State Power Authority by the state legislature to control and operate a power project in St. Lawrence power; Failure of the authority to tap the resources of the river effectively.
