Focuses on the report of the Tolan Committee on the problem of evacuating enemy aliens from the Pacific Coast. Need of the establishment of an adequate federal agency; Discussion of the U.S. President's order creating the War Relocation Authority; Recommendation of government to provide suitable work and a sound program of help and guidance, and custodianship of property, for the Japanese and for the others who are being removed from their homes because of military necessity; Focus on the weakest section of the said report; Justification for different procedures in handling German and Italian groups; Suggestions for evacuation of Japanese aliens under permanent policy.
