Compares the policy of British Prime Minister Winston Churchill on war supplies with that present in the U.S. Role of Churchill in putting forward a proposal for the creation of a Ministry of Supply in the House of Commons; Efforts of conservatives at freeing the Churchill administration of the rearmament effort from the incompetence of army control; Failure of the efforts of the British Coordinator of Defense Activities Thomas Inskip, to achieve full industrial mobilization; Formation of a Congressional committee to debate on the need for a Department of Supply.
