Focuses on Admiral Emory S. Land's solution to turn, the merchant marine over to the navy. List of advisers of Land including Paul Warfield of Naval Intelligence and Herman Esselborn, head of Standard Oil Co.'s Marine Division; Creation of the War Shipping Administration by U.S. President Franklin D. Roosevelt for general handling of the merchant marine; Conference of the maritime unions and shipowners, along with other elements in waterfront and shipping affairs, to devise a program that would eliminate confusion regarding war bonuses and insurance; Declaration that the collective bargaining rights off the seamen and maintenance of contracts would be held inviolate and that an Advisory Board to the War Emergency Board would be established; Duties of War Labor Board to investigate and make recommendations with regard to personnel problems, discipline, safety at sea, interference with efficiency and improper loading; Appointment of Joseph P. Kennedy to take charge of the East Coast waterfront.
