Focuses on a report by the National Resources Planning Board that embodies a plan for post-war United States, which is gradually coming to be known as the American Charter. Report that the American Charter has in it the possibilities for playing in the post-war period of the 1940's the role that the New Deal played in the depression period of the 1930's; Provisions of the report related to economy, political warfare, post-war needs, and post-war politics; Report that if President Franklin D. Roosevelt wishes to run for another term, the American Charter would be a possible domestic program for him--a banner under which his forces could march, with a United Nations world organization as an international program.
