Moscow has looked at its procedure coolly, found it doing just what it didn't want. Invasion of Korea rearmed the U.S. Senator J. McCarthy had another fine week last week. On Monday, Foreign Aid Chief denounced McCarthy's self-proclaimed "negotiations" with Greek shippers as "undermining" his own efforts.
