ABSTRACT
The article discusses chances for diplomacy in Austria. Since the Moscow agreement that Austria was to have a treaty as a liberated country, not a conquered enemy, was made nearly 10 years ago, and since negotiations to that end have led fruitlessly through 260 meetings of the foreign ministers' deputies over a period of seven years, the details, of these tortuous proceedings have by now generally been lost sight of in the atmosphere of frustration and deadlock that has so long prevailed. After the Russians had obtained material gains in the treaty draft, at a time when Austrians and allies alike felt that practically no price was too high to pay for a state of peace and for the Soviet evacuation of central Europe, they shifted to a policy of stalling for one reason or another.
