ABSTRACT
This article focuses on U.S. President Harry S. Truman's administration which has lost several major legislative fights this year not because of the Southern-GOP coalition but because of absenteeism among the more liberal Northern Democrats in the House of Representatives. Speaker Sam Rayburn recently confided that he is angry about the apparent inability of the House leadership to keep its forces in Washington to vote on the few controversial issues that Congress has agreed to bring up this election year. Congress traditionally keeps the number of roll-call votes down to a minimum during an election year.
