ABSTRACT
This article discusses the book "The Fifteen Weeks," by Joseph M. Jones. Harry Truman had enunciated the Truman Doctrine and recommended a program of aid to Greece and Turkey, an address which marked the advent of American foreign policy into the Cold War. If ghost writing is a term properly applied to the collaboration of a writer with a panel of government policy officers, Jones was the ghost of the Truman Doctrine, for the stirring phrases were his. Three months later the same man had much to do with a speech at Harvard University by Secretary of State George C. Marshall, which outlined to the world the Marshall Plan. These two speeches became landmarks in the historic assumption of world leadership by the U.S. in 1947.
