The State Department seems never to have envisaged the possibility that it might wreck the European Defense Community (EDC). It is true that for at least 12 months there have been plain indications that EDC would encounter difficulties at Paris. For 20 months, the State Department has been desperately defending itself against the assaults of U.S. Senator J. McCarthy and his associates. For 20 months it has been dangerous, it not suicidal, for an official of the State Department to show any sign of intelligence.
