This article focuses on the Federal loyalty-security program, in the U.S. A special committee made up of nine of the country's most distinguished practicing attorneys was set up by the Association of the Bar of the City of New York. In the report of the committee it was suggested that security boards should have authority to subpoena witnesses. It would allow them to conceal the identity of regular undercover agencies of investigating agencies-on certification by these agencies that concealment is genuinely necessary to national security. The report urges a number of significant procedural changes for the protection of individual rights. It would create a central screening board in the Civil Service Commission to serve as a kind of grand jury and prevent the filing of frivolous charges. It would assure accused persons written findings of fact and conclusions by hearing boards, it would empower hearing boards to subpoena defense witnesses for employees.
