Reports on the efforts of California Governor Arnold Schwarzenegger to ask the voters to pay for the extra expenses for San Francisco-Oakland Bay Bridge using a toll increase. Proposal of Schwarzenegger to ask voters to cancel several projects and use the toll hike to pay for the cost overruns on the replacement bridge; Solution of the state if the voters deny the request; Plan of Schwarzenegger to assign the Metropolitan Transportation Commission responsibility for financing the remainder of the improvements.
