Reports that New York City's plan to redevelop the far West Side of Manhattan would be more cheaply and fairly financed using conventional general obligation bonds than the project bonds proposed by mayor Michael Bloomberg, according to the Independent Budget Office. Financing costs that will be added under Bloomberg's proposal; Plans to improve the Hudson Yards; Ratings expected by the city for the bonds.
