The section presents news briefs on issues regarding directives and trade in Europe as of May 2004. The Directive aiming to replace fifteen existing Directives, going back 40 years, on recognition of professional qualifications across borders has gained European Union (EU) Parliament approval. The EU Parliament and Council have agreed modifications to the convoluted public procurement Directives. According to the Confidential Business Information, the top regulatory threats facing British business are emissions, business rates, working time, chemical regulation, agency temps, hazardous waste, elected regional assemblies proposals, corporate governance, general duty to trade fairly and certification of accounts. Companies, building developers, civil engineers and individuals will become responsible for damage they cause to protected habitats and species, water resources, land contamination. Little will change in English law, except that yet again Brussels law will override it. The British government's concern over an East European influx of would-be workers or exploitative non-workers is causing some employers confusion over what they can and cannot do by way of taking on such newcomers to their job applicant lists.
