ABSTRACT
This article presents information on telephone billing. The intractability of the billing nightmare is an open secret. It's a topic that thaws knowing nods from virtually any enterprise telecommunication manager, and once one develops a close relationship with anyone who works for the service providers, they'll acknowledge the reality of the problem as well. The extent to which telecommunication billing is barely more than a crap shoot is made evident by all the consulting firms-"bill auditors"--that make their living getting a rake off any refunds or cost-reductions they can identify by reviewing bills from the phone companies. Business for these firms may ebb and flow, but it never disappears. There's always a market for this service. Indeed, a new crop has emerged, many of whom are brokers/sales agents who resell long-distance service provided by "master agents." The master agents have underlying contracts with various IXCs, and use commission-based sales agents to gain new customers. Then, the master agent invoices, collects and services the account.
