ABSTRACT
In October 2001, a document appeared that generated surprisingly little fanfare. It was the Secretary of Defense's Report of the 2001 Quadrennial Defense Review (QDR). In his book "This War Really Matters: Inside the Fight for Defense Dollars," George C. Wilson interviews high-ranking officers from each of the military services and each concludes that the 1997 QDR should have cut forces from a service other than his own. As opposed to the actuarial focus of the 1997 QDR, the U.S. is supposed to be conducting a strategy-based exercise.
