Reports on the enforcement actions taken by the U.S. Securities and Exchange Commission against the underwriter and financial adviser of the bonds issued in 1998 by the Dauphin County, Pennsylvania, General Authority to finance the acquisition of the Forum Place office building in Harrisburg, Pennsylvania. Insufficiency of the disclosure to investors in bond offering documents; Intention of the state Transportation Department to leave the building when its three-year lease expired; Office space leased by the agency in the building.
