ABSTRACT
This article shares an author's thoughts on voice over Internet protocol (VOIP) and spam. The U.S. Federal Communications Commission will have issued a Notice of Rule Making on whether VOIP should be regulated. According to the author, the decision of the Commission may pave the way for viewing VOIP as an "information service," and therefore should be not subject to the same regulations and charges as the traditional telephone networks. At a recent economic forum, Bill Gates said that the spam problem would diminish if people had to pay to send electronic mail (e-mail). Then author finds Gate's idea appealing. Charging for e-mail may cause the volume of spam to increase, but it will not eradicate the problem.
