ABSTRACT
A fourth round of marathon negotiations between the U.S. and the Dominican Republic (D.R.) concluded in Washington last week. U.S. Trade Representative Robert Zoellick announced that a bilateral trade agreement had been reached. The D.R. pact is the eighth free-trade agreement concluded by U.S. President George W. Bush administration in the past three months. A U.S. Senate staffer with long experience in trade issues said that these trade pacts aren't going anywhere this year, and the people involved know that.
