ABSTRACT
The article presents a speech delivered by the author on June 11, 1947, before the U.S. House Committee on Armed Services. According to the author, unless the U.S. government adopts a policy of strength with understanding, there will be no peace in the worked for a long time and that the best instrumentality of peace today is the power and the ability to enforce peace. Everything that has happened proves beyond doubt that the moment which is unable to restore peace it is lost step by step. Finally, the author states that the universal military training program is an encouragement to aggression.
