ABSTRACT
In response to the September 11, 2001 terrorist attacks in the U.S., the U.S. federal government launched a worldwide campaign to combat the al Qaeda network and prevent future acts of international terrorism against the U.S. The closure of removal proceedings of detainees associated with the September 11, 2001 attacks sparked a heated debate between the Justice Department and the press. Arguments for public access to deportation hearings clashed with the Justice Department's contention that secret proceedings prevented terrorist groups from seizing classified information. Despite Justice Department's claims that their policy is under review, it is not clear what changes the U.S. Department of Homeland Security will adopt.
