The article focuses on the number of offenders identified by the law enforcement agencies that reported hate crime data to the Uniform Crime Reporting (UCR) Program of the U.S. Federal Bureau of Investigation (FBI). It refers to the Matthew Shepard and James Byrd Jr. Hate Crimes Prevention Act of 2009 that required the FBI to collect data concerning hate crimes committed by or directed against juveniles.
