The article focuses on the compliance of public sector labor policy in North America to international standards on freedom of association, a fundamental human right. Topics discussed include dispute resolution and collective bargaining procedures for provincial, state, and federal laws in the U.S. and Canada, U.S. Government Accountability Office (GAO) study on the collective bargaining rights of employees, and violation of North American governments to freedom of association of employees.
