ABSTRACT
The article discusses international title transfers and homeland security liability in the United States. Two legal sources--Uniform Commercial Code (UCC) and United Nations Convention on Contracts for the International Sale of Goods (CISG)--explain the passing of titles. Four rules in UCC define when the title changes from seller to buyer. The CISG coverage of contracts, the use of incoterms, and Customs and Border Protection programs are mentioned.
