This article reports that Loyola de Palacio, vice president for transport and energy of the European Union, has launched a high-level group on the creation of a single European sky, made up of top civil and military aviation officials, appointed by the national ministers. The group was mandated by the Council of Transport Ministers in December 1999 to study the ways and means of creating an integrated airspace, particularly to reduce the number, and average length, of air transport delays. Its aim is to identify the legislative and financial measures needed to reorganize air traffic and put an end to a disastrous situation which is getting worse each year.
