ABSTRACT
The one pound flat fare scheme used by the Brighton and Hove Bus Co. within its normal operating area was discussed. The principal reason for introducing the fare scheme was that of simplicity for passengers and staff. There was some implicit passenger support for this in the number of requests for the 80 pence Centerfare boundary to be extended. There were potential disadvantages to the scheme in terms of turning off short distance riders but it was hoped that the attractions of the scheme's simplicity would offset the disbenefits. Since the scheme began, the revenue started to flow in as broadly expected, meeting the three percent increase in revenue target. But other benefits began to emerge. There is a perception of quicker boarding times, better reliability and less lost mileage owing to the level of traffic congestion. Morale among staff is better as it makes driver's jobs simpler, and recruitment and retention of staff has improved although this is also due, in part, to a pay rise backed by a vigorous recruitment campaign.
