ABSTRACT
The details presented during the workshop on the working time directive on truck drivers by the European Union, which was sponsored by the Freight Transport Special Interest Group of the Institute of Logistics and Transport are discussed. From 2003, working time regulations will be extended by the Horizontal Amending Directive to cover all employed road transport personnel, including office-based staff or, for common reference, 'non-mobile workers.' Furthermore, from 2005, additional regulations will be implemented through the Road Transport Directive specifically to cover 'mobile workers.' Operational safety is of vital importance. Improvements to health and safety and driver welfare are the driving forces of these new regulations. This is reflected by the likely provision for the Vehicle Inspectorate and Traffic Commissioners to have overriding power over the compliance of the industry.
