ABSTRACT
The contents of the report funded by the Economic and Social Research Council (ESRC) which outlines many of the crucial insights and arguments that were made by participants at the April 2001 ESRC conference on skills, innovation and performance are the main focus of this article. Government efforts to improve the quality of supply of labor are being hindered by the bewildering range of public bodies seeking to offer training opportunities. Few firms in Great Britain give a top priority to the need for the creation of high skills/highly qualified workforce because their basic business activities do not require them to do so. New forms of public intervention are required if the country stands any prospect of becoming a predominantly high skills, knowledge-based economy.
