ABSTRACT
The steps that local government councils in Great Britain are taking to enter the digital age and embrace the possibilities of electronic government are discussed. The conversion is happening in four stages. The first two stages involve the internal changes necessary for such a radical change. They provide stakeholders with easier, more convenient access to local government and help to eliminate much of the time-consuming bureaucracy we are all familiar with. Stages three and four are outward facing and address the needs and mechanics of working with both businesses and citizens. They involve the active participation of all stakeholders who become an integral part of the process rather than just passive recipients of the end product.
