The reaction of the Strategic Rail Working Party of the Institute of Logistics and Transport on the strategic plan document from the Strategic Rail Authority (SRA) of Great Britain, which was released on January 14, 1999 is analyzed. It welcomes the publication of the plan and describes the document as clear and straightforward. The institute has reviewed the key issues which the SRA has identified and agrees with the broad thrust of its priorities. These are achieving consistently high levels of punctuality and reliability, managing reinvestment in the industry's infrastructure and new trains, an emphasis on good customer service, and providing the framework for the people charged with the day-by-day operation of the industry to work together. The institute agrees with the SRA view that priority should be given, not to restructuring the entire industry, but to implementing a well-aligned incentive structure to improve customer satisfaction.
