ABSTRACT
This article focuses on the Kinnock Lecture of the Institute of Logistics and Transport which was held in London, England in 2000. Brian Souter, chairman of the Stagecoach Holdings plc, delivered the lecture. He stressed that passengers now had much higher expectations of service quality. Asked about railroad franchises, he said that while the existing model worked for the inter-city and cross-country operation, it did not do so for commuter services. He saw two fundamental problems for train operating companies taking on a railroad franchise. These are the risk involved in revenue return prediction and the political risk. He stressed the need for investment in people. Public transportation, he believes, was one of the few people-intensive industries left in Great Britain.
