ABSTRACT
It is a fact that Great Britain has a long and proud seafaring heritage but, as of 1999, its share of the world's shipping fleet has declined dramatically. The author of this article analyzes the initiative that aims to safeguard its future. This initiative set out four broad aims for an integrated shipping policy. First, it aims to facilitate shipping as an efficient and environmentally friendly means of carrying trade. Second, to foster the growth of an efficient Great Britain-owned merchant fleet. Third, to promote the employment and training of British seafarers to keep open a wide range of job opportunities for young people and to maintain the supply of skills and experience vital to the economy. Fourth, to encourage ship registration to increase shipowners' identification with Great Britain.
