ABSTRACT
This article presents the response of the Institute of Logistics and Transport to the Strategic Agenda of the Strategic Rail Authority of Great Britain, which was published in 2001. The institute belives that the franchise replacement process has suffered from a lack of direction which has resulted in a disappointingly slow progress towards implementation. More needs to be said about how the authority will determine its priorities when the needs of passenger, freight and engineering activities conflict. The institute considers that, in developing the strategy for enhancements, the authority will need to focus on freight and the community, leisure and business passengers and availability of both public and private sector capital and willingness to take risks.
