ABSTRACT
This article summarizes the findings of the report "Transport Skills for the New Millennium," which was co-authored by Bill Billington and this article's author, in response to a commission from the Rees Jeffreys Road Fund. The reports starts by charting how transport activity has grown since World War II, with a marked modal shift towards road transport. In the private sector, commercial imperatives are dominant and public interest considerations now take second place to shareholder value. In the public sector, the emphasis has shifted to policy coordination and regulation and, except for roads, away from direct provision of transport services and infrastructure and oversight of nationalized transport industries. The implications of the changing transport context on the work of the transport professionals were discussed.
