ABSTRACT
This article reports that following the meeting of the Transport Council of the European Union, which was held in 2000 in Luxembourg, the transport minister of Great Britain has told the House of Lords of concerns regarding the draft Working Time Directive in respect of road transportation operations. Government support for the directive is dependent on its application to night work, to the maximum working week, and to the prospects of opt-outs by the individual. The extent of these three problems is confirmed in the findings of a survey conducted by the Freight Transport Association. The survey found that the proposed new limits on night operations would result in the need for a major reassessment of distribution arrangements, including the relocation of depots, together with the resultant reduction in night working forcing more goods vehicles into daytime roads congestion.
