It was in 1994 that a recommendation was made by the European Commission which suggested 21 tax and legal measures to complicate business transfers of ownership. It was a document discussing matters that are different in every case, changing the legal status of the business for the sale purposes, wind-up of partnerships on the death of one partner, valuation of the business for sale, and compensation for heirs not continuing in the sold business. Now a Brussels Expert Report reveals that less than half of the 21 measures are in effect in member countries. The new report recommends a European Business Transfer Center, a sellers and buyers database cum marketplace, to add to the abundance of business transfer agents in the private sector.
