ABSTRACT
This article reports that the European Center for Total Quality Management (ECTQM) at the Bradford University School of Management has signed a special memorandum of understanding with its counterpart in Dubai, the Electronic Total Quality Management (E-TQM) College. The ECTQM is considered among the most highly respected centers for research, teaching and the dissemination of total quality management knowledge in the world while the E-TQM College is considered the first such institution in the Arab world to provide virtual education. The project will enable the E-TQM College to provide learning opportunities through open access throughout the Arab world using virtual learning environments.
