ABSTRACT

There is genuine bemusement in Milan, Italy, about Russia's role over ratifying the Kyoto protocol, as of December 13, 2003. Last week, Andrei Illarionov, a leading economic adviser to Russian President Vladimir Putin, said unequivocally that Russia would not ratify it. Nobody knows whether this was the result of a turf war in the Kremlin, brinkmanship to secure some unspecified improved terms from the Milan talks, or electioneering ahead of last Sunday's parliamentary elections in Russia. Optimists predicted that Putin would submit the protocol to the new parliament early next year. While, the pessimists fear that Putin was not joking when he told a climate sciences conference in Moscow, Russia Federation in October, 2003 that the Russians might like a little more global warming to help them through the Siberian winters.
