ABSTRACT
This article reports that the Shadow Strategic Rail Authority (SSRA) has published its first assessment of the type and level of services the rail network should provide in Great Britain. The report focuses on establishing priorities for rail at national, regional and local level and followed consultation with Rail Users' Consultative Committees, local authorities, train operators, passenger transport executives, and freight customers. The findings will feed into the development of the SSRA's longer term strategic plans for network capacity and assist it to evaluate, and form a view on, outputs arising from Railtrack's imminent Network Management Statement. To improve performance it proposes higher penalties and lower breach thresholds and more robust operating plans to offer consistent provision of a more reliable service. It also proposes regular surveys to show satisfaction ratings for each company with penalties for those companies that fall behind benchmarked levels.
