This article focuses on the lack of skilled transport planners needed to deliver the ten-year plan for transport of the government of Great Britain, as of December 2001. During the October 2001 meeting of the Institution of Civil Engineers, members agreed that they should focus on the professional and technical skills needed to develop and implement surface transport policies over the next ten years. They considered an outline action plan which included some 30 specific initiatives which might be pursued, agreed on a set of priorities among them, and formed a series of teams of interested organizations to pursue them further.
