ABSTRACT
This article reports that national training organizations (NTO) are to be replaced by an unspecific number of Sector Skills Councils. These councils will be run and owned by employers and are intended to lead the drive to boost skills and workforce development. They are also to be tasked with the development of world class occupational standards and apprenticeship cultures. Great Britain's minister for adult skills John Healy went on to outline what are likely to be four key recognition issues for NTOs wishing to become sector skills councils. These are coverage of an industry, or sector, that is of economic or strategic importance, backing of key sector employees, possession of professional staff and the ability to work with other significant agencies, and capability and credibility to deliver to employer and government expectations.
