ABSTRACT
This article presents steps in purchasing strategy development (PSD) in the business logistics sector. Defining objectives will generally require dialogue with key managers across the organization. Operational and/or technical specialists will frequently have a key role in defining organizational needs, developing service level agreements, key performance indicators, and equipment specifications. The stage of defining the basis for successful PSD involves internal data analysis, and confirming organizational commitment, both in terms of board approval, and key managers. Insights are often the key differentiators between a reasonable and an excellent strategy, and are obtained through a variety of means, certainly including meetings with vendors. Other steps required are the generation of top-level approach options for consideration, conducting market research, formalization of the purchasing strategy, development of the draft contract, formal contact with the selected vendor, analysis of vendor response, undertaking of contractual and commercial negotiations, awarding of contracts, completion of the purchasing strategy document, and contract management.
